Resources/ resource cost

Terms used in a variety of senses, according to context. In resource accounting, 'resource costs' are accruals accounting costs expressed in real terms. In economic analysis a distinction is sometimes drawn between 'transfers', such as social security payments and 'resource costs' which are payments for goods or services. In departments and agencies 'resources' is a term sometimes used to describe expenditure from their budgets, or sometimes requirements of staffing.
