BOOT, BOT, BOO

Forms of concession in which a public authority contracts with a private company to Build, Own and Operate a specified piece of infrastructure (BOO), and possibly later Transfer it (BOOT) back into public ownership. The contracting company expects to recover its outlays from charges to customers or to the public authority (offtaker) buying its services. In a BOT the operator Builds, Operates and eventually Transfers the assets back to the public authorities, without legally owning the assets.
